ABINGDON, VA (September 2, 2020) – Highlands Community Services (HCS) Board of Directors is pleased to announce Shelia Tuggle as their new Chief Financial Officer (CFO) effective July 1, 2020. She succeeds Kathy Simpson, who held the position for 37 years, upon her retirement. ­­

Shelia has spent many years deeply embedded within and navigating the interplay between the clinical service delivery system and the financial/billing engine. Though a financial expert by trade, Shelia has a thorough understanding of not only the services we provide but the populations we serve. I am excited about the opportunity to work alongside her unique expertise on the executive level.” – Rebecca Holmes, HCS Executive Director

Ms. Tuggle has been employed with HCS for over 32 years. When she started, HCS had around 15 employees and was contracting out most services through the county. She has since seen the evolution of the agency’s growth to what it is today — employing nearly 400 employees with 10 locations throughout Washington County and the City of Bristol, VA.

A native of Southwest Virginia, Shelia started in Accounts Payable and transitioned into the role of Fiscal Director leading a team of 15 employees that oversee the agency’s budgets, internal audit processes and reimbursement. Along the way, she has experienced the transition to electronic health records, and played a vital role in maintaining the agency’s track record of operating in a fiscally responsible manner while maintaining its financial viability.

When not at work, Shelia enjoys being outside working with flowers and growing a vegetable garden. She also enjoys crocheting and baking. She speaks highly of her family, adores her children and grandson, and loves spending time with them any chance she gets.
